At a press briefing in the House of Representatives on 29 November 2025, Finance Minister Purbaya Yudhi Sadewa said that despite an estimated tax shortfall of about four point two percent, the 2025 fiscal deficit will be kept below three percent of Gross Domestic Product (GDP). He stressed the need to maintain fiscal balance to support economic growth.

Interim data show net tax revenue fell 3.86 percent to IDR 1,459 trillion by the end of October 2025, with notable declines in corporate income tax and value‑added tax. Purbaya noted that the economy improved in the fourth quarter, suggesting the shortfall could be smaller than earlier forecasts. The government is also accelerating upgrades to the Coretax system to improve tax collection efficiency.

Keeping the deficit under three percent of GDP limits additional fiscal pressure on taxpayers and leaves room for stimulus measures. Strengthening tax administration is expected to boost compliance and future revenues. The Ministry of Finance will continue to monitor budget implementation through year‑end.
