Tax Director Bimo Wijayanto said on 13 December 2025 that taxation issues in the mineral and coal (minerba) sector and the palm‑oil sector remain unresolved. He noted that Indonesia has not yet fully secured the value added from these strategic industries.

Bimo explained that the problem stems from insufficient implementation of Article 33 of the 1945 Constitution, which requires state control over natural resources for public welfare. To address this, the government launched a governance reform by establishing the Task Force for Forest Area Regularization (Satgas PKH), which focuses on deterrence before corrective actions.

Satgas PKH will impose fines on illegal forest clearing by mining and palm‑oil companies and will recalculate Property Tax (PBB), Income Tax (PPh) and Value‑Added Tax (PPN) that were not reported. The measures aim to boost tax revenues, improve export‑import procedures, and reinforce state authority over strategic resources.
