Surabaya cancels PBB penalties up to forty percent BPHTB discount

Surabaya city has launched a program that waives PBB-P2 penalties and offers a discount on the Land and Building Acquisition Duty (BPHTB) for residents. The scheme runs from 1 to 29 November 2025 and applies to all outstanding PBB as well as property transactions during that period.
The penalty waiver covers PBB arrears from any year, while the BPHTB discount of up to forty percent varies according to the Tax Object Acquisition Value (NPOP). For sale‑and‑purchase deals with NPOP up to one billion rupiah, a twenty‑percent reduction is granted; non‑sale transactions such as inheritance with NPOP up to one billion receive a forty‑percent discount. Reductions fall to five‑fifteen percent for values above one billion rupiah.
The initiative aims to stimulate property sales and ease home ownership for citizens. BPHTB payments can be made via virtual accounts at BNI, Mandiri or Jatim banks, and PBB-P2 can be settled through e‑commerce platforms or modern retail outlets. The municipal revenue office urges residents to take advantage of the program before the deadline.
