PP 44/2025 Clarifies Service Termination Rules for PNBP

Jakarta, on 11 November 2025 the government issued Government Regulation No. 44 of 2025 to clarify service termination rules for PNBP collection. The regulation authorises the Finance Minister or the head of the PNBP managing agency to suspend services to defaulters.

Termination may be applied to individuals, entities, owners, guarantors or rights holders, but basic services are excluded. PP 44/2025 is an omnibus regulation that replaces PP 69/2020, PP 59/2020 and PP 58/2020, providing clearer legal basis on who can be subject to termination. Billing letters include principal and an administrative penalty of 2 % per month, up to a maximum of 24 months.

The rule gives PNBP managing agencies stronger legal grounds to act against non‑compliant payers, which is expected to improve compliance and state revenue. Collection will be carried out simultaneously with other debt‑optimization efforts as required by law.
