Parliament Approves Rp14.41 Trillion for BUMNs and Land Bank

On 9 December 2025, Commission XI of the Indonesian House of Representatives approved a state capital participation (PMN) of Rp14.41 trillion through the 2025 state budget for four state-owned enterprises and the Land Bank. The package includes both cash and non‑cash disbursements. The decision was taken in a working meeting with the Finance Minister.
The cash PMN will be allocated to PT Kereta Api Indonesia (KAI) with Rp1.8 trillion for trainset procurement and KRL Jabodetabek retrofitting, PT Industri Kereta Api (INKA) with Rp473 billion to expand production facilities and raise domestic component content (TKDN), PT Pelayaran Nasional Indonesia (Pelni) with Rp2.5 trillion for three passenger vessels, and PT Sarana Multigriya Finansial (SMF) with Rp6.68 trillion to fund housing loans under the FLPP scheme. The Land Bank will receive a non‑cash PMN of Rp2.95 trillion in state assets to support the three‑million‑house program.
The capital injection aims to strengthen public transport services, boost domestic railway manufacturing, and expand affordable‑housing financing for low‑income households. It is expected to increase liquidity in the real sector and help the government meet its housing provision targets.
