New Rules: Property Tax, Coretax Scam, PKP Invoice Access

The Ministry of Home Affairs issued Ministerial Regulation No.14/2025 prohibiting regional governments from raising property tax (PBB) or taxable object values (NJOP) in the 2026 regional budget. The Directorate General of Taxes (DJP) warned of a phishing scheme that uses fake Coretax links. DJP also signed Director‑General Regulation No.
The ban on PBB and NJOP increases aims to protect low‑income households from additional tax burdens, as stated in the annex of the regulation. The Coretax scam exploits the expectation of an official tax‑application, although no downloadable Coretax app exists. PER‑19/PJ/2025 authorises the Director‑General to suspend invoice access for PKP that fail to meet obligations under Article 65 paragraph (1) letter b of Tax Regulation 81/2024.
Taxpayers benefit from the freeze on property‑tax hikes and from DJP’s alert that helps avoid phishing losses. Non‑compliant PKP now face the risk of losing the ability to issue tax invoices, which could disrupt business transactions. These measures aim to strengthen compliance and uphold the integrity of Indonesia’s tax system.
