Many Tourism Businesses in Wonosobo Operate Without Permits
November 7, 2025 • Ben Asmadeus

The Wonosobo Tourism and Culture Office disclosed that many tourism operators are running without official permits to avoid tax obligations. The statement was made on Friday, 7 November 2025, covering the Central Java region.
The local government lacks accurate data; only businesses that have a Business Identification Number (NIB) through the OSS system at the DPMPTSP are recorded. Law No.10/2009 defines 13 tourism business types with 60 KBLI codes, and Government Regulation No.28/2025 requires risk‑based licensing for 22 tourism sectors. Some sub‑district heads have begun data collection, yet many operators remain unmonitored.
Fear of tax burdens and penalties hampers regulatory enforcement, affecting regional revenue and fair competition. Authorities plan to strengthen cross‑sector coordination to improve transparency and supervision. Social resistance and fear of sanctions remain the main obstacles.
