Jakarta Considers EmissionāBased Vehicle Tax

The Provincial Government of DKI Jakarta is evaluating a motorāvehicle tax based on an environmental pollution coefficient (KPL), officials said on 3 December 2025. The proposal would replace the conventional motorāvehicle tax with rates linked to each vehicleās emission level.
The pollution coefficient will serve as the main indicator for emission levels, and a technical study is being prepared by Jakartaās Environmental Agency. The measure is part of the provinceās broader strategy to cut carbon emissions and will involve coordination with neighboring regions of Bogor, Depok, Tangerang and Bekasi.
Vehicles that fail emission tests would face higher tax rates, creating a financial disincentive that should boost compliance and encourage a shift to public transport. The initiative aligns with Government Regulation No. 22/2021 on Vehicle Emission Standards.
