Indonesia Sets Administrative Fines for Forest Mining Activities

Jakarta, December 12, 2025 – The Ministry of Energy and Mineral Resources (ESDM) issued Ministerial Decree No 391.K/MB.01/MEM.B/2025 establishing administrative fine rates for mining violations in forest areas. Minister Bahlil Lahadalia affirmed the government’s commitment to sanction violators, especially those harming communities.
The fines are based on Article 43A of Government Regulation 45/2025 and the agreement of Satgas PKH (Forest Area Enforcement Task Force). The highest penalty applies to nickel mining at Rp6.5 billion per hectare, with bauxite at Rp1.7 billion, tin at Rp1.2 billion, and coal at Rp354 million per hectare.
Administrative fines will be collected by Satgas PKH and recorded as non‑tax state revenue (PNBP) in the energy and mineral sector. The measure aims to strengthen law enforcement, protect forest ecosystems, and increase state revenue.
