Government Separates Recycling from Waste Management in KBLI

JAKARTA – The government will update Indonesia’s Standard Industrial Classification (KBLI) by separating recycling activities from the waste‑management category, Minister of Coordinating Economic Affairs Airlangga Hartarto said on 6 December 2025. The change will be incorporated into the forthcoming KBLI revision.
The separation aims to make business classification clearer and to support the growth of the green industry, as recycling is viewed as part of green manufacturing rather than merely waste handling. Hartarto cited carbon capture and storage (CCS), which already has its own KBLI code, as a precedent.
A distinct KBLI code is expected to simplify licensing for recycling firms and reinforce Indonesia’s economic‑transformation agenda toward high‑income status, consistent with downstream investment of IDR 413.4 trillion recorded from January to September 2025.
