Finance Ministry Strategy to Reach 15 Percent Tax Ratio by 2029

The government targets a tax ratio of 11.52‑15 percent in 2029 under the RPJMN 2025‑2029, up from 10.07 percent in 2024. The Ministry of Finance details the implementation roadmap in Ministerial Regulation No.70/2025 on the 2025‑2029 strategic plan.

The plan focuses on (1) extensification and intensification of tax revenue and (2) intensification of non‑tax state revenue (PNBP). Reforms include regulation, business processes, data integration, digital services, and risk‑based compliance monitoring.

Achieving the target would raise total state revenue to 12.86‑18 percent of GDP in 2029, supporting the economic transformation toward the Indonesia Emas 2045 vision. Additional emphasis is placed on carbon tax, digital‑economy tax, and stronger law enforcement.
