DJP Reveals 25 Taxpayers Manipulated Export Data, State Loss of

The Directorate of Taxes announced on 7 November 2025 in Jakarta that 25 taxpayers are suspected of manipulating export data. The alleged fictitious filings could cost the state about 140 billion rupiah.
The tax authority identified a large gap between the values declared in the Export Goods Notification (PEB) and the market prices, especially for fatty matter exports that appeared to be severely under‑invoiced. Similar patterns have been observed since 2021, with 257 taxpayers reporting exports of Palm Oil Mill Effluent (POME) that may have been mis‑classified under the HS (Harmonized System) code.
DJP is now conducting Preliminary Evidence Examinations on PT MMS and its three affiliates and plans audits of a total of 282 taxpayers flagged in the investigation. The action follows the president’s directive to tighten export‑import governance and curb under‑invoicing that reduces tax revenue.
