DDTC and Jakarta Tax Office Hold Workshop on Local Retribution
December 11, 2025 • Ben Asmadeus

DDTC Academy together with the Jakarta Regional Revenue Office (Bapenda) will hold a collaborative workshop titled “Setting Local Retribution Targets in Accordance with the Fiscal Relations Law” on Monday, 15 December 2025. The event is aimed at officials and staff of local government units responsible for collecting retribution revenues.
The curriculum is based on research by DDTC Fiscal Research & Advisory, emphasizing the need for accurate target setting as required by Article 102 of the Central‑Local Fiscal Relations Law, which mandates consideration of regional macro‑economic policy and retribution potential. Macro‑economic policy includes the region’s economic structure, growth forecasts, human development index, fiscal independence, unemployment and poverty rates, and competitiveness.
Presented by DDTC experts Denny Vissaro and Ighfar Ulayya Sofyan, the workshop aims to strengthen the capacity of local revenue units to plan APBD budgets, potentially improving retribution collection. The session also aligns with Jakarta’s Regional Regulation No.1 of 2024, which classifies retributions into general service, business service, and specific licensing categories.
