Customs Implements Mandatory CEISA 4.0 Phase 22

The Directorate General of Customs and Excise (DJBC) issued Decision KEP-231/BC/2025 on 10 December 2025. The decision mandates the full implementation of the CEISA 4.0 system in Phase 22 at selected customs offices.
CEISA 4.0 will be applied to treasury services, customs, supervision, transactional licensing for bonded warehouses (TPB), unloading‑loading of bonded goods, and the KITE (import‑to‑export facilitation) service. After pilot testing in several offices, the mandate requires complete use of CEISA 4.0’s human resources, business processes, infrastructure and technology.
The mandatory rollout starts on 8 December 2025, covering 128 offices for treasury services, 18 for customs, and additional offices for other functions. DJBC will monitor and evaluate the implementation together with the Directorate of Customs Information to maintain service continuity.
