Customs Authority Says No Tobacco Tax‑Stamp Hoarding in 2026

The Directorate General of Customs and Excise (DJBC) said there will be no tobacco tax‑stamp hoarding (forestalling) by cigarette manufacturers at the end of 2025. The comment was made by DJBC Communication Director Nirwala Dwi Heryanto in Jakarta on 13 December 2025.
Forestalling typically arises when the government plans to raise the tobacco excise tariff (CHT) or the retail price (HJE) for the following year. The government has decided to keep both the CHT and HJE for cigarettes unchanged in 2026, so the rates continue to follow Finance Ministry Regulation (PMK) No. 96/2024 and No.
DJBC has printed almost 25 million tax‑stamp sheets for the 2026 design, including 24.3 million sheets for tobacco products and 310 000 sheets for alcoholic beverages containing ethyl alcohol (MMEA). Distribution will begin early 2026, ensuring tax compliance without price disruptions for producers and consumers.
