2025 Anomaly: Strong Growth, Falling Poverty, Weak Tax Revenue

Throughout 2025, Indonesia’s economy has maintained a positive trajectory despite uncertain global conditions. The Central Statistics Agency (BPS) reported a 5.12% year‑on‑year GDP growth in the second quarter, surpassing expectations of staying below 5%. Consumer spending remains restrained and the manufacturing sector continues to contract.
Social indicators also improved, with the national poverty rate falling to 8.47%—about 23.85 million people—in March 2025, down from 9.03% previously. This decline is linked to stable macro conditions, controlled inflation, and stronger social protection programs that preserve purchasing power. Income inequality, however, persists, with a Gini ratio of 0.375.
Despite these gains, tax receipts shrank by 6.21% in the first half of 2025, amounting to only Rp837.8 trillion. Corporate income tax fell 11.7%, while VAT and luxury goods tax dropped 19.7%; personal income tax rose 35.6%.
