Portuguese Veterinary Association Calls for VAT Rate Cut

Lisbon – The Portuguese Veterinary Association has asked the government to reduce the value‑added tax (VAT) rate on veterinary services. The request was sent on Thursday, 6 November 2025.
An EU directive issued in 2006 allows member states to lower VAT on veterinary care, but Portugal has not applied it. Currently, a reduced 6% VAT applies only to services for production animals, while pet services are taxed at the standard rate. The association argues that the disparity hinders preventive measures against antimicrobial resistance and zoonoses.
Extending the 6% rate to all veterinary services could generate more than 500,000 additional consultations for Portuguese households. The proposal aligns with WHO, FAO and WOAH recommendations for a One Health approach. The association hopes the cut will be included in the 2026 state budget.
