Police OPN Task Force Calls for Better CPO Governance

The OPN Police task force said on Friday 7 November 2025 that governance of CPO export derivatives must be improved. The unit is tasked with boosting state revenue by overseeing the natural‑resource export‑import chain.

Its study uncovered evidence of export‑document manipulation, false tax invoices, under‑invoicing, transfer‑pricing schemes and fictitious VAT refunds. Exporters also evaded Domestic Market Obligation (DMO) through misclassification, exemplified by PT MMS’s declaration of 87 containers as fatty matter. Such practices systematically erode the tax base.

The Directorate General of Customs and Excise (DJBC) has detained the 87 containers and is gathering evidence for possible administrative sanctions, while the Directorate General of Taxes (DJP) is auditing PT MMS and three related companies. These actions aim to plug revenue leaks and strengthen fiscal integrity.
