Africa Urged to Adopt Progressive Tax Reform for Health

The Tax Justice Network Africa (TJNA) called for progressive tax reform at the 10th African Tax Congress held in Cape Town, South Africa, on 8 November 2025. The event gathered tax authorities and researchers from across the continent.

TJNA highlighted that expanding fiscal space is essential to finance universal health services throughout Africa. It noted that multilateralism remains the most effective platform for African nations to influence international tax decisions, and participants discussed innovative tax instruments to achieve these goals.

Adopting progressive tax reforms could strengthen health financing and narrow fiscal gaps between countries. The proposed regional cooperation aims to boost Africa's ability to set sustainable fiscal policies.
